What an LNRS is, and why it matters for BNG

Local Nature Recovery Strategies (LNRSs) are the spatial planning instrument introduced by the Environment Act 2021. Each LNRS area is led by a responsible authority and covers the upper-tier local authority footprint, identifying priorities and locations for habitat creation.

For biodiversity net gain, the LNRS sets strategic significance: a 15% uplift on habitat that delivers a measure the strategy mapped at that location. Distance is priced separately, by a spatial risk multiplier that reads local planning authority and national character area, and waterbody and operational catchments for watercourse units.

Strategic significance is assessed where the habitat is, so a bank is judged against the strategy covering its own ground whoever buys from it. This directory lists every LNRS area in England and how many habitat banks are currently registered in each.
